the ballast tank will not cause the submarine to sink, it is only large enough to get the sub down to "decks awash". after that, to make it sink, you will have to drive it with the diving planes pointing down. to surface, you will then drive the submarine with the diving planes pointing up, until the snorkel for the ballast tank is above the surface, at which point the water will be able to be pumped out of the ballast tank. if you simply stop the submarine, it will slowly rise back to the surface, but it make take a few minutes for it to get to a point where the snorkel is above water.
if you run the pump while the snorkel is below the surface, you will simply be circulating water through the ballast tank, causing no change in the mass of the sub.
